WD Elements Spin down - External SSD for Windows

spin wdI am using 2 REDs 8TB of size in my desktop computer which runs 247. Windows 10 does not spin down the drives when set it to so in the energy plan. Basically i want to saveI’d like to know if there is a setting within Windows 7 that will allow the 2 external hard drives in my Western Dital My Book DuoMirror to stay spinning longer.
