WD Passport constant spinning

spin wdI recently aquired a WD Red 2tb, my issue is that when the drive is put to sleep, something seems to always wake it up. It will start spinning again after a few seconds or aI’d like to know if there is a setting within Windows 7 that will allow the 2 external hard drives in my Western Dital My Book DuoMirror to stay spinning longer.
